Gandhi Jayanti

Seppa, Sep 27: Gandhi Jayanti would be celebrated in a befitting manner at Circuit House here on October 2.

East Kameng deputy commissioner Tope Bam yesterday held a meeting with various HoDs to chalk out programme for the ensuing Gandhi Jayanti. He called upon one and all to participate in the celebration.

It was also decided to conduct a social service in all office premises by respective departments.

Monpa meet

ITANAGAR Sep 27: A general meeting at Dirang would be held for formation of an Apex body for the Monpa community residing in Tawang and West Kameng districts in November. This was decided at a meeting today in Itanagar under the chairmanship of Rinchin Dorjee, former APPSC Chairman.

 

Awareness prog

ITANAGAR, Sep 27: An awareness cum training programme on agri and allied sector was organized by KVK Papum Pare at Jote village, Balijan yesterday.

All together 30 women farmers from Jote, Rakap, Kampo and Jollang village of Balijan circle attended the programme.

Hemanta Ngangbam Subject matter Specialist (Horticulture) of KVK, Papum Pare  briefed the farmers about Krishi Vigyan Kendra- its objectives, mandates and role as knowledge disseminating centre for the farming communities of the district. He further taught the farmers on scientific method of nursery rising of vegetables like cabbage, cauliflower, tomato and chili.

Tadang  Meena Dirchi , Subject Matter Specialist (Agronomy) of KVK Papum Pare imparted knowledge on Production Technology of Potato Cultivation viz, adoption of proper seed rate, planting method, water and nutrient management, harvesting and storing technique for higher production. She gave emphasis on application of Biofertilizers for good soil health and bumper potato produce and encouraged the farmers to adopt the Potato as cash crop in Jote village.

The layout, design and construction of fish pond, fish pond management and conservation of fish were covered by Vivekanand Safi (SMS, Fisheries)

Techi Yater, Coordinator, Jote Farmers  Club expressed that the farmers of the village had a fair knowledge on cultivation practices of various agri and horti crops but due to lack of input resource, they are unable to adopt the improved technologies. She appealed to the authority concerned for timely delivery of the input services for the betterment of the farming community .

All the farm women took active participation in the programme and expressed their satisfaction over the quality training programme.

 

Condolences

ITANAGAR, Sep 27: The Paktu Ao Youth Association (PAYWA)  and Paktu Area Peoples forum (PAPF) condoled the death of Bero Ado, Retired Director, Animal and Husbandry.

Expressing grief and sorrow at the demise of Ado, both the organizations described him as a very sincere and hard working person since his schooling days. He was a social worker and also pioneer member of Mopin Celebration.

After retirement he had a mission to work for the preservation of indigenous socio-culture system, but unfortunately, his dream remained unfulfilled. He will be remembered as true son of Ato Paktu as well as good man, they said.

The members of both the organizations conveyed their heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

Kombo Ao Welfare Society, Itanagar expressed shocked at the sudden demise of former Director of Animal Husbandry and Veterinary Science Dr. Bero Ado who died yesterday.

The members of the society prayed almighty god for the eternal peace of the departed soul and to bestow enough courage to the bereaved family members to bear with the grief and sorrow.

 

Bible training camp

ITANAGAR, Sep 27: Koloriang Pastoral Range under Nyishi Baptist Church Council conducted Youth Bible Training Camp from September 22-25 at Koloriang.

Many Christian youths including youths from Damin, Sarli and Parsi Parlo took active participation during the camp.

CVYA hits back

ITANAGAR, Sep 27: Standing firm on its earlier Press statement, Chimpu Village Youth Association (CVYA), in a release today asserted that Tapi Mra’s clarification is nothing but an attempt to protect his own reputation.

Narrating the whole episode, CVYA said that the volunteers, after spotting a car which was parked near the road side jungle on that very day, had asked the owner ‘politely’ to come out of the car. But there was no response until the volunteers knocked at the door of the car for several times. Finally, a person came out of the car with a local dao in his hand, who was later identified as Mra, the association claimed. Surprisingly, a woman was also spotted inside his car in a suspicious condition, the association claimed.

It demanded that Mra should be booked  for threatening the volunteers on duty with dao.

“Law should be equal for all and Mra should not be protected for being an Everester,” it said.

The association said that the area is becoming  a place of unwanted activities since last few years for which volunteers are regularly engaged to check such illegal activities.

It is a matter of great regret that Mra, after committing such illicit activity, has been garnering support through false statement for arrest of the association members who have been helping authority in checking illegal activities within capital complex, CVYA maintained.

 

Folk dance competition

ITANAGAR:  KGBV Hunli will represent Dibang Valley in the State Level Folk Dance Competition conducted by Adolescence Education Cell of the State Institute of Education Itanagar.

The dance competition is tentatively fixed on September 30 at Itanagar.

The school team comprising six class VIII standard students would be led by Nomaya Pulu, Junior Teacher and Asenga Menjo, Junior Teacher.

The dance competition on the theme of population education is a part of National Folk Dance Competition conducted by the New Delhi through out the country to sensitize and develop appropriate life skills among the students on various population issues.

Kidnapping allegation is false, concocted and tailored: Sena

ITANAGAR  Sep  27: The State Government today strongly came out against the allegation of kidnapping of one of its Ministers at gun point from near CM’s bungalow by a group of miscreants late evening of September 26 last and kidnapping of a Congress MLA from MLA Cottage on September 25 evening.

Government Spokesperson Setong Sena while outrightly rejecting the allegation said that the allegation leveled against the Government was nothing but tailored, concocted and made with a malicious intention to gain cheap popularity in the name of APCC.

“It is very unfortunate to know that in some of the local dailies, there had been a mention about the kidnapping of a minister from near CM’s Bungalow by a group of miscreants which is totally false, concocted and tailored”, Sena emphatically said.

“No such incident has occurred in front of CM’s Bungalow or in the Niti-Vihar VIP colony,” Sena further added while refuting the baseless and meaningless allegation.

While targeting the individual who came out with such release in the name and banner of APCC, the government spokesperson categorically warned such elements not to drag the APCC’s forum for personal and individual gain.

While strongly condemning such act of some vested interest individual for maligning the image of the government, it appealed to the Media houses not to entertain such kind of unfounded and meaningless news items in their esteemed dailies. The Government also appealed its citizens not to be carried away by such kind of unfounded and baseless allegations.

“The faith enthused on the Government would be delivered to its best for the wellbeing of its people”, the Government spokesperson assertively said.

 

HM visits Vijaynagar and Namsai, seeks cooperation of people

ITANAGAR, Sep 27: Home Minister Takar Marde accompanied by DIG Western Zone, DC and SP of Changlang, and doctors visited Vijaynagar on Sept 26 in connection with the brutal murder of one Yethini Yobin, 14.

Late Yobin, daughter of Khipuzo Yobin of Gandhinagar village was reportedly killed on Sept 15 and her decomposed body was recovered on Sept 22 by the local search committee.

A case was registered and accused Tashi Sherpa, a 16th Assam Rifle personnel has been arrested and kept in custody of Assam Rifles, according to an official release.

The post mortem of the deceased could not be conducted immediately in absence of doctor and local administration at Vijaynagar forcing the public of nearby villages of Vijaynagar, Mahila Committee and students to register protest against delay in post mortem.

However, the home minister intervened and the situation brought under control and  the post mortem was conducted.

Marde also assured to take up the demand of the people for construction of motorable road link to Vijaynagar  with higher authorities. He further assured that necessary directives would be issued to the officers and staff of Vijaynagar to remain in their respective posting places and take steps for provision for ambulance, mortuary and supply of pharmoline medicine etc at Vijaynagar PHC.

Later, the home minister visited Namsai to take stock of the law and order situation followed by bandh call given by  various organizations including student body  in protest against the brutal murder of  Chow Sunanda Manpoong of New Mohong village by unidentified miscreants recently. A case has been registered and an accused Bikram Chetia arrested in the connection.

The home minister held discussion with leaders of various organizations at Namsai IB and requested them to cooperate with the local administration in maintaining peace and tranquility. He also assured them to look in their demands for immediate posting of police personnel at New Mohong Police station and other necessary steps  for strengthening  law enforcing authority, the release added.

 

BJP blast Centre for chaos in Arunachal

ITANAGAR, Sep 27: Neither the central government nor the state government is taking care of the people of Arunachal Pradesh these days due to the internal differences amongst the Congress party, said BJP North East Election in-charge P Chandrasekhar Rao in a press conference held at State Bharatiya Janata Party Office today.

Blaming the Congress government for their failure to restore peace and normalcy in the state, he said “Arunachal Pradesh once a peaceful state is now moving towards violence and gun culture and the peace loving people here are living under fear psychosis and the Congress MLAs of Arunachal Pradesh are becoming as if as market commodities just for political mileage of individual in the present tug of war for Chief Minister’s post”.

He further taking serious note on presence of underground elements in the state said situation like Manipur should not come up in Arunachal Pradesh. What will happen to Aam Admi if underground elements are involved in making Chief Minister of the state, he said.

 He appealed to the Congress party to avoid using underground elements and also appealed to the NGOs and all political parties to avoid militant culture in the state.

Rao further, blaming the Congress government for their inability to take stock of the present Arunachal political scenario said “people should condemn the irresponsive attitude of the Congress party to the state of Arunachal Pradesh”.

He also informed that L K Advani as part of his Rath Yatra would address the people here at Itanagar on October 14. The BJP would highlight misuse of public money by Congress government in Centre and state.

Regarding India-China border issues, he informed that Bharatiya Janata Yuva Morcha, Arunachal Pradesh Unit will organize India-China border tour to study the ground reality of India-China Border soon.

 

Namsai bandhtotal & peaceful

ITANAGAR, Sep 27: The 12-hour Namsai sub-division bandh given by All Namsai Area Youth Association (ANAYA) was total and passed off peacefully yesterday.

All the business establishments, government and semi-govt offices, schools, banks and private institutions were remained closed during the bandh. Accepting a few pedestrians, no vehicles were seen plying on the roads. No untoward incident has been reported so far, according to All Namsai Area Youth Association.

The Banrdh, which also affected normal life of all the four circles, including Lekang, Chongkham, Lathao and Namsai , was given in protest against murder of a 42-year-old innocent businessman who hailed from New Mohong Village of Lekang Circle under Namsai Sub-Division. The bandh was supported by the District Congress Committee {DCC}, Lohit and other local NGOs like Tai Khamti Development Society (TKDS), Women Welfare Society (VMS) etc. of Namsai Sub-Division.

 

ANSU concerned at deteriorating law and order

ITANAGAR, Sep 27: Expressing serious concern over deteriorating law and order situation in the state, All Nyishi Students’ Union (ANSU) urged the Home Minister to wake up from deep slumber and tackle the prevailing situation.

The state has witnessed a number of ugly and serious incidents in the recent past which has infused a feeling of insecurity and fear psychosis among people, ANSU said. Giving a detailed account of such incidents, ANSU said that the attack on Everester Tapi Mra, firing at Sinki View, assault on advocate, vandalization of Itanagar Market Welfare Association office, frequent bandh calls, the reported kidnapping of an MLA from near CM official residence simply indicate State Government’s the incapability in handling even internal security issue.

“Leaders are not remembered for their words but for their deeds and accomplishments, ANSU said and advised the Home Minister to speak less and work more in order to maintain peace and tranquility in state and make people feel safe and secure. Otherwise, the Home Minister would be answerable for all the happenings, ANSU cautioned.

ANSU demanded the State Government to put all security measures in place and deploy policemen at all the sensitive area of the capital complex, especially during night time in order to prevent anti-social activities.

It also urged the general public not take law in their hand in any circumstances rather they should inform the law enforcing authority in case they find any issue involving law and order problems. Meanwhile, ANSU lauded Yukur Sibi, Soran Hitlar Tagru and Takio Yana for their selection in Commonwealth Weightlifting Championship to be held in Cape Town of South Africa and hoped that the upcoming lifter trio would bring more glory to the state by winning medals in the championship. It urged the Government of Arunachal Pradesh and Sports and Youth Affairs Department to sanction sufficient amount to meet their expenses in the foreign trip.

 

Up-gradation of AIR and DDK soon

ITANAGAR, Sep 27: ADG (Engineering), NE Zone, Prasar Bharati, N A Khan today visited Doordarshan Kendra Itanagar and inspected the facilities there.  Khan, who is on a two-day visit to Air and DDK Itanagar since yesterday made inspections of the different sections of AIR and DDK during his stay.

During his interaction with the officials and staffs of both stations, N A Khan assured to upgrade both stations with new sophisticated infrastructure. On the matter of staff shortage in DDK Itanagar, the ADG took note of the existing staff position and assured to initiate action to post some staff at the earliest.

Saying special attention is being given to Arunachal Pradesh, he said Prasar Bharati is trying sort out the problem of staff shortage. Khan also assured that he will recommend for providing one Outdoor Broadcasting (OB) van to DD Itanagar and upgrade the news gathering and dissemination facilities in the Regional News Unit.

 

Committee welcomes public hearing

ROING, Sep 27: The chairman of Downstream Pro-Dam Committee, in a letter submitted to the Lower Dibang Valley deputy commissioner, has welcomed the decision of the Government to hold the must awaited public hearing of 3000MW Dibang Project on October 24 and 28 next.

Repeated postponement and delay in public hearing process by some people with vested interest has denied people of their much awaited chance of development and prosperity, the letter said.

The two major hydro-electric projects --Teesta V HEP and Rangit HEP --constructed by NHPC in the close vicinity of the epicenter of the 6.8 magnitude earth quake that struck Sikkim and West Bengal recently, stood the jolts without reports of any damage to these projects and they continue to run effectively, even during occurrence of earthquake, the letter said. It appealed to all the elected representatives, all leaders and elite groups to set aside their differences by taking a progressive view and requested all to actively participate in the public hearing process and take the opportunity to address the real interest of the people. ALSU resents non-discussion on separation of judiciary in Assembly

ITANAGAR, Sep 27: The Arunachal Law Students' Union (ALSU) while appreciating passing of three major bills during recently concluded assembly session has expressed shock over way state Legislators are not interested in discussing about the separation of judiciary from executives at the floor of the house. In a release ALSU stated that they have reminded government several times through memorandum and media regarding the complete Separation of Judiciary from Executives, immediate establishment of already approved Law College and es­tablishment of Central Jail and Juvenile Home in the State, the government is yet to show any interest in these issues.

ALSU said these subject matters are outmost of necessity for the welfare of Arunachalee citizens. But leaders are busier in fighting for the magical chair and depriving the public of their basic rights, it added. ALSU President Tadar Tarish said, "It is surprising why legislators are not interested in discussing the separation of Judiciary from Executive in the floor of house. If there is no separation of power then how all the govt. organs like legislature, the executive and judiciary will function independently?  Here in the state of Arunachal Pradesh legislatures and executive power are exercised by the same man which leads to the vested interest and corruption.”

Meanwhile, the team of Arunachal Law Students' Union (ALSU) visited the Arunachal Law Academy (ALA) and found lots of loopholes and lacunae. It has come to know that the institution does not have permanent infrastructures, no qualified Principal, no proper guidelines and library facilities too. The union has also found that the institution is running without following the rules and regulations laid down by the Bar Council of India and it is also very doubtful whether the institution has been recognized by Bar Council of India and whether it is really run by the LOYALA Trust. According to Bar Council of India's rules and regulations, in order to establish a Law College whether it may be private or govt. there should be permanent infrastructure and as per as possible the principal of the institution should possess Ph D Degree (Doctorate) and their should be an well qualified lecturers with NET Qualification. And as per as fee structure is concerned, it should be reasonable which may be affordable by the poor students. And through some of the reliable sources the union has come to know that the institution is not promoting the students who got back in one paper. And the poor students have to wait for whole one year in order to clear that paper which is violation of Right to Education. Most of the universities in India do not have such rules rather they are promoting their students to next semester and subsequently the students can clear back paper in the coming semester. Therefore, union demands the ALA authority and RGU to promote all those students who got back paper.

 

NCP holds AICC responsible for failing law and order

ITANAGAR, Sep 27: The Arunachal Pradesh unit of Nationalist Congress Party (NCP) today held the Centre, particularly the Congress high command, responsible for the current political crisis in the state leading to ‘worst’ law and order situation in the state.

The frequent bandh calls, violent activities, kidnappings etc. are nothing but just the outcome of the present political unrest and the sole responsibility goes to AICC, said NCP vice president Tad Tana.

“We want to ask the AICC high command, especially the AICC president Sonia Gandhi and general secretary Rahul Gandhi as to why almost half of their Congress MLA’s of Arunachal Pradesh were camping in Delhi for the last three to four months. Were they not aware of the fact?

They should have advised the MLAs to go back to their own state and their constituency in particular to look after and monitor the various developmental activities and also they should have passed an order for the ministers touring at foreign countries to come back to the state and try to solve the crisis. But they didn’t do, Tana said.

It is evident from their attitude that AICC is least concerned for the people of Arunachal Pradesh, the NCP vice president said and criticised AICC for their lack of will power to solve the crisis of this bordering state.

Ours is a democratic country with a state having a system that the political party with majority no. of representatives will serve the state. But when the party with majority in Arunachal Pradesh was divided into two folds over the leadership issue, what was the duty of the AICC supremo, he questioned.

“Many points are there to prove the involvement of AICC in the political unrest here. After the tragic death of Chief Minister Dorjee Khandu, they elected a new leader as CM and now they are looking for an alternate choice. Is it not a drama being played by the AICC?” Tana questioned.

He said that the people of the state including business community, daily bread earners, poor villagers etc. are bearing the brunt of the faults.

It urged the AICC to take measures to keep the Arunachal Government stable in public interest.

Tana added that all the MoU’s signed with various power developers in the state against various Hydro Electrict Project signed by the Arunachal Pradesh Govt. were also undertaken under the supervision of the Centre ignoring the problems and interest of the common masses.

Meanwhile, NCP Legislature Party spokesperson Bamang Felix expressed concern over the recent breach in law and order situation particularly in the state capital complex.

The latest incident of an alleged kidnapping of a sitting minister at gun-point and his subsequent manhandling by miscreants allegedly inside the premises of the vacant Chief Minister’s official bungalow has raised many eyebrows. There have been allegation of another incident of similar nature at MLA Cottage here a day before, said Felix  in an e-mail release today. While the NCP respects the sovereignty of the Congress party and firmly believes that all issues within the party are its internal matters, it expressed concerned about its effects on governance and the daily life of the electorates.

“We, being elected representatives of the people, have been compelled to raise our voice as the allegation of kidnapping and manhandling came from the Congress party itself. If there is any bit of truth in the allegation, it can be assumed that not everything is well within the ruling government. In that case, governance, peace and development of the state would be in stake”, the release said.

The NCP state unit raised objection to the deteriorating law and order situation. It called upon the government to sort out the issues and put its house in order for over all welfare of all.

 

Community mobilization programe

SEPPA, Sep 27: The month- long community mobilization programe initiated by district education department of East Kameng district concluded on Saturday at government secondary school Lamdung under Pijerang and Papu Valley circle.

The mobilization programe was started from the month of July last, in a phase wise manner with objectives to create awareness among school management committee members and parents on implementation of Right to Education Act in schools across the district.

Speaking to this correspondent over telephone,  East Kameng deputy director of school education Kata Rangmo informed that district education department is determined to bring awareness among the students and parents on various schemes and programes initiated by government like RTE, Mid-day Meal etc, which give benefits to children.  

Rangmo further informed that during the month-long campaign the authority was primarily focusing on RTE and Mid-day Meal and also highlighted the power and function of SMC members. He added that East Kameng district education department is determined to bring back all school drop outs under privileged children to educational mainstream in order to give equal opportunity at par with other children.

Wrapping up the community mobilization programme, district coordinator Sankoli Taffo said that every child has equal opportunity to get free education under RTE Act. He urged parents to encourage their children to go to school to avail the opportunity.  

Among the present at function were Panchayat Village Chairperson Desu Natung along with BRCs and CRCs of the block.

 

Consumer Awareness Training Held

Aalo, Sep 27: A one day consumer awareness training programme organized by State Institute for Rural Development, Itanagar in association with department of Legal Metrology and Consumer Affairs was held here yesterday.

Chairing the training, West Siang Zilla Parishad chairperson Jarsa Gamlin called for active participation of all NGOs, consumers and PRI members to attend all such important training programme to know their duties and responsibilities as consumers. Though every consumer cannot be called, message of the training should reach nook and corner. Panchayat Bodies are not power centre but social crusaders to address the core issues of the poor people. Many a time we do not file cases in the consumer courts for petty small issues . We also donot realize that such small issue has a larger impact on the society as a whole, he said.

The Deputy Director of SIRD, Itanagar V.K. Sharma disclosed that consumer Education and Training, HRD and Capacity Building under XI Five Year plan envisages to involve consumer of all sections and educate them on their rights in order to spread the consumer movement all over the State and SIRD is taking up the cause by launching the programme first from West Siang District to disseminate the know how about the use of standards to promote quality culture in the country. The training incorporates health and safety of consumers among service providers and public undertaking which in turn will improve consumer satisfaction.

Sharma is camping at Aalo for the last 15 days to complete all training progaramme clubbed together by SIRD at Aalo.

The ACLM & CA Aalo Daro Merbom, gave a detail deliberation on consumer redressal system, process and some reflection from West Siang district.

Advocate Minli Noshi briefed on Consumer Protection Act 1986 and J.K. Lobom, Inspector LM&CA on Legal Metrology Act 2009 in detail.

Pickle Making Training to 30 Farmers under MEDP Concludes

ITANAGAR, Sep 27: A six days Pickle Making Training was organized at Namphai-I  by Alombro Mayu Yaku Chi Amey Aroga (AMYAA) NGO of Namphai-I, Miao of Changlang District with support from NABARD regional office, Itanagar recently.

Khipman Mossang, Gaon Burah, Namphainong Village, who was chief guest of the function, exhorted the participants to take advantages of the learning opportunities provided by the AMYAA (NGO) and to initiate taking up small scale industries within the village. He further said that SHGs and Farmers’ Club formed at village level have greater chance of getting Government Schemes and Bank Credit facilities as compared to those individuals who do not belong to members of SHG and Farmers’ Club etc.

Speaking on the concluding day, RK Paul Chawang, Secretary of AMYAA (NGO) appreciated participants for taking active part throughout the Micro Entrepreneurship Development Programme (MEDP) in Food Processing.

He encouraged them to take up such alternative income generating activities like the pickle making to earn extra income.

The participants were trained on how to make varieties of pickles, including Fish Pickle, Garlic Pickle, Ginger Pickle, Bamboo Shoot Pickle, Chilli Pickle etc.

Through this training the farmers were also introduced with the concept of entrepreneurship. The participants were taught to learn by doing and they were made to realize on how agri-horti products easily available at their doorsteps can be processed by following systematic/technical procedures and add value and quality to food products which are hygienic for consumption as well as good for marketing.

Ngunna Pansa, Alisha Mossang and Jangam Pansa of AMYAA were the resource persons.

A total of 30 farmers of Old Plone Village under Miao Circle of Changlang District participated in the training.

 

New building of Ziro Valley school inaugurated

ZIRO, Sep 27: Lower Subansiri deputy commissioner Nila Mohanan inaugurated the new building of Ziro Valley School on September 24 last amidst huge gathering.

Speaking on the occasion, the deputy commissioner said that for the success of any educational institution, dedication of the teaching staffs and the children's hard efforts in study are a must. She said that school children are the strength of the teachers and school management as a whole. She has assured the management for affiliation of the institution sooner. She had advised the teaching staffs to be very very sincere, dedicated to their duty. She said that molding of the children's character, in co-curriculum activities and to make them grow, develop to be good human being, apart from the success in their life carrier for livelihood are primary responsibilities of teachers as the world has changed tremendously today unlike earlier days.

The function was attended by officers, Panchayat leaders, school children, teaching staffs, Gaon Burhas and public.

This school located at Suluya under Tajang Anchal Segment of the District has successfully attained the stage of Secondary level today. With this there are 28 residential and non residential private schools inclusive of KG, Primary, Middle, Secondary and Higher Secondary Schools under Apatani Plateau.

 

Nagri Lipi Sammelan held

ITANAGAR, Sep 27: The two-day Purvottar Nagri Lipi Sanghost 2011cum 34 Akhil Bharti Nagri Lipi Sammelan was held at Dera Natung Government college(DNGC) on September 24 and 25.

Addressing the gathering in the inaugural day as chief guest RGU vice chancellor prof. Tamo Mibang said Hindi has a scope to be a common language of the nation. But besides learning Hindi, we have to preserve our dialects which have become vulnerable nowadays.

He also sought to clarify the misconception that Hindi language is for Hindus, saying it is in reality a pan Indian-language. He informed that Arunachal Pradesh uses four languages in different areas for the purpose of reading and writing.

Higher and technical Education director Dr. Joram Begi said Hindi is a medium which has a connection all over the world and advocated that people should learn as many languages as they can to generate good human relations.

He appreciated the New Delhi-based Nagri Lipi Parishad(NLP) for organizing the event in collaboration with DNGC and advised them to organize more such programmes in the state.

NLP chairman VV Chari briefed about the potential of Devnagri script to bring oneness among all the states of the nation. He highlighted the life of renowned religious and social worker Acharya Vinoba Bhave, who started the NLP movement in the country.

DNGC principal Tomar Ete, NLP general secretary Parmanand Panchal and Manipur university Hindi department HoD prof. Devraj also spoke on the occasion.

On the occasion, the parishad presented its National Nagri Puraskar to DNGC associate professor Dr. Joram Anya Tana for her outstanding contribution through writings of Nyishi dialects in Devnagri script.

Prof Mibang and Dr Begi later released books titled Swadhinta Ki Tranth authored by Dr Vrij Bihari Sant and Hindi Vishwa Gaurav Granth authored by Rajendra Nath Mehrothra.

The valedictory function was attended by Professor P K Das, Director North East Institute of science & Technology (NERIST) as chief guest.

He highlighted the importance of Devnagri Lipi in Arunachal Pradesh and added that people of Arunachal Pradesh love and know how to speak Hindi, Hence Devnagri Lipi can help them to read and write in better way as Bodo of Assam speak Bodo but write in Nagri Lipi.

Guest of Honour Dr. T Padu, Joint director Higher & technical education said that, people of Arunachal knows devnagri Lipi but required organized way to read and write through Nagri Lipi and by learning this, one day Nagri Lipi can be a pride of Arunachal.

During the two days seminar, four technical sessions including Kavi Sammelan and traditional cultural shows were also organized.

 

Measles catch-up campaign

CHANGLANG,  Sep 27: The district task force meeting for measles catch-up campaign was held here yesterday under the chairmanship of Additional Deputy Commissioner M.C Roy.

Roy, in his speech, stressed on conducting authentic survey of children in schools and villages before vaccination. He assured administrative and other necessary supports like requirement of vehicle for movement of the vaccination teams, transportation of vaccines and other equipments in various locations.

Emphasizing on safe vaccination, the ADC said that only trained persons should be allowed to vaccinate the children. He also gave emphasis on generating awareness among public through distribution of pamphlets and other modes like banners and posters for successful implementation of the programme.

Dr. Pramathesh De, DMO-cum-Member Secretary, DTFMCP, sought help and cooperation from PRI members, ICDS workers and parents during the campaign which is proposed from last part of November till second week of December. He said that all the principals, headmasters and ASHAs are informed to furnish the list of targeted children before October 10.

Dr. P. Dutta, DRCHO-cum-Member DTFMCP, Dr. H. Tangjang, Medical Superintendent, District Hospital Changlang, N. Yirang, DDSE and M. Kani, DIPRO also spoke on the occasion.

 

Ritual performed toprotect school properties

SEPPA, Sep 27:  Believe it or not, the students hired a local priest (Nyibu) in school and performed ritual to thwart the miscreants who keep robbing school’s articles like table, chair, desk and ceiling fan etc, and even some time damaged class room and teachers’ room walls over the couple of years.

The senior students of government higher secondary school Seppa in East Kameng district today hired a local priest and let him performed the  rituals at school premises, following the school’s chairs, fans and taken away by unidentified miscreants on Saturday’s night.  This was informed to this correspondent by School Principal Hortum Loyi over telephone here this afternoon from Seppa.

When contacted   school captain Shanti Jomoh confirmed the “rarest of rare” practice so far in any institution.  He further maintained that students were left with no other option as so far there is no breakthrough in the case. Jomoh further informed that the ritual was performed after widely verbal notification to confess the unwanted activities. The ritual was performed basically to create psychological restrain on miscreants’ mind so that no one repeat such incident.

Meanwhile, East Kameng deputy commissionerTope Bam when contacted refuted the allegation of in action by the district administration in tracing out the lost school articles and nab the culprits. He informed that police is trying its best to crack up the case and apprehend the involved persons. He urged students to remain vigilant in school to thwart such incident happen again in days to come.  

 

12 hrs Koloriang constituency bandh passes off peacefully

KOLORIANG, Sep 27: The 12 hrs Bandh in Koloriang constituency given by Koloriang Youth Association (KYA), Parsi-Parlo Area Development Committee (PPADC), Damin Area Youth Organisation (DAYO) and All Sarli Youth Welfare Association (ASYWA) passed off peacefully.

There was no report of violence within the district headquarter. The government offices and schools remained open though few shops remained shut.

The bandh was given by the four organisation to protest against non-supply of PDS items to Damin, Parsi-Parlo and Sarli, alleged misuse of relief fund meant for famine affected people who are facing shortage of food item, misuse of MLALAD, BADP & SPA fund and alleged illegal capturing of Government Land and office Buildings (RD & ICDS) at Koloriang town by local MLA Lokam Tassar. ANYO condemns ‘kidnapping’ incident

ITANAGAR, Sep 27: The All Nyishi Youth Organization(ANYO) has strongly condemn the alleged kidnapping of one sitting Congress minister by the group of miscreants near CM office bungalow on 26th September at gun point in an unregistered Scorpio. The organization termed the incident as mockery of security system of the state and total failure of state Chief Minister and Home Minister. Simultaneously there was report of another Congress legislature being forcefully carried away by some unidentified group from his official MLA cottage for some political purpose, the organization claimed.

They also alleged that ever since the present CM and Home minister took charge the law and order problem has increased in the state. ANYO warned that if any untoward incident happens, the present CM and Home Minister will be the solely responsible. They appealed all the youth of the state not to participate in such kind of anti-social acts “which is being organized by the present govt.

 

District level Subroto Cup football begins

RONO HILLS, Sep 27:  The district level Subroto Mukherjee Cup football tournament -2011 for under 17 school students began at Doimukh football ground today. Altogether 8 teams of Papum Pare district are participating in the tournament.

In his inaugural address, Papum Pare DDSE called upon the participants to maintain sportsman spirit and discipline. The players are generally known for their  skill of performance and spirit of sportsmanship, he said and wishes all success of the tournament.

The inaugural match was played between Govt Hr Secondary School, Arunodaya and Govt Hr Secondary School, Sagalee wherein the former defeated the latter by 8-0. Large number of people including students witnessed the inaugural match. The tournament will continue till Sept 29 and winner team will represent the district in state level tournament.

 

Forum reiterates demands

ITANAGAR, Sep 27: All Arunachal Pradesh Youth  Forum (AAPYF) has reiterated its demand for immediate removal of Minister Atum Welly and CIC Y D Thongchi from  their respective post in connection  with the Itanagar PS case No 72/2011, U/s 468/471 IPC.

In a five-point memorandum addressed to state Governor, the Forum said that both the dignitaries were allegedly involved in illegal appointments and their removal is necessary for free and fair investigation to unearth the truth.

The Forum also demanded arrest of daughter and son of Atum Welly for allegedly ‘hatching criminal conspiracy” to avail the coveted state Govt jobs. It further said that  main accused  for planting of pistol and grenade in the private car of RTI activist Payi Gyadi, who was released on bail, should be booked  and case be handed over to CBI for fair investigation.

Demanding arrest of eight persons who had allegedly assaulted Forum’s president Tadar Attu at his residence, Naharlagun on Sept 19 for raising voice against illegal appointments, the AAPYF rued that despite an FIR was lodged at Naharlagun police station, no arrest was made till date. Another demand of the Forum was lowering of RTI fees from existing Rs 10 to Rs 2.

It appealed the Governor to look into its genuine demands of the Forum and threatens to launch democratic movement in case of failure of the Govt to do the needful.

 

Lohit BJP unit demands severe punishment to murderer

ITANAGAR, Sep 27: Bharatiya  Janata Party (BJP) Lohit district unit has demanded exemplary punishment to the murderer of Late Chow Sunanda Manpoong of Lekang circle. It appealed the civil and police administration to strengthen the security measures and  take the people into confidence while improving law and order situation in Namsai sub division. The BJP unit also appealed the local youths of the area to cooperate with the police and keep strict vigil on the outsiders who are penetrating into the areas for various purposes.

Meanwhile, party conveyed deep sense of condolence to the bereaved family members of the deceased  and prayed for eternal peace of the departed soul.

 

An open letter to home minister

Dear Editor,

Your priorities are clear. The safety and security of people of state are not your business. But the safety and security of criminals, leaders and politicians. The scenes of violence, atrocities and conduct of the men in uniforms are evident. The affluent people, criminals and men in uniform (IRBN) are free to commit crimes and make mistakes and do bad things. Whats your view on the beating up of my two younger brothers by the frustrated and unwanted IRBN personals? Who has given them the right to manhandle a law abiding citizen? Not wearing helmet? Is it reason enough to brutally beat up someone? Is this the way & procedure? Is this how you run your department hopelessly? A foolish consistency on your part in not able to control the law and order. As we have no hope and faith on the Police Department, I am to declare that, the concern troop in-charge of the said IRBN deployed on 22.09.2011 responsible for beating up my brothers near Akashdeep shall be possibly dealt in our own style and language in case, the department doesn’t take up any step against all the accused.

I strongly appeal for criminal and disciplinary action by the department. Never undermine or force us to speak in a language not warranted by law.

Dear Editor,

I would express my view regarding recent kidnapping and man handling of congress legislator in Itanagar.

After reading the news regarding man handling and kidnapping of congress legislator, I feel ashamed to be known as Arunachalee. Well here my thought may differ from other, because presently other congress party are staying in Delhi with an excuse that their life is at risk in Arunachal. We know how much they enjoy privilege here being as a leader. So, for me its kind of joke, lets not forget that legislator who was manhandled and kidnapped might be part of it, because they got high security. It all seems to be planted. So my request is please stop playing with general public and think for the development of people of Arunachal, instead of staying away from native place. We need you.

Please make up your mind

Dear Editor,

I love this paper specially so, because we find the space to share our views in the readers forum. I would like to thank N L.Richo, NIT Patna for dispersing such valuable information about ATM and hidden cameras in trial rooms and hotels which am sure is every female's nightmare.

Somehow I cannot conclude my letter without commenting on the highly comical charade of the AVYF lodging an FIR against a minister and withdrawing it after a careful examination. Careful examination? What is that? I am a highly exasperated citizen and want to ask these people to please make up your minds first. Do not portray yourself as crusaders of society when in fact it is quite the opposite. For your kind information we have brains too and in fact better ones. Arunachal is quickly turning into a joke because of you all but I would like to impress upon, that it still consist of a majority of people who are cultured, sane and dignified.

Need a prompt solution

Dear Editor,

After PRC incident on October 2010, few local non-tribals of Lekang in connivance with people from the other state are trying to destabilise tribal locals of Lekang. This include threats, intimidation and now this brutal murder.

The state govt. should come out and openly ask these local non-tribals which side they are in. It seemed kidnapping the victim for ransom was just an excuse; their real intention was to actually kill the man.

I request the state government to post a permanent assault battalion along this border area and engage the battalion's personnel every 200-300 meters of this border road, before the situation goes out of control.

Assam & AP share a very strenuous border relationship all over its border area. After October 2010 PRC issue, Lekang area could also become a major border issue, keeping in view that the non-locals in that area have ethnical, linguistic and mind-set affiliation to the people from the neighbouring state.

I request AP govt for a prompt solution to the issue.

Rehabilitation is not against Lisus

Elvin Yobin has written in “Reader Forum” under the caption “ More than that meets eye”  that the land identified for Rehabilitation of Lisu settlement  of Namdapha Tiger Reserve  is the plot claimed by the  local people and is disputed area. It is also stated that there has been serious fight in between the local people and Chakmas for the said land. It is to clear before the esteemed readers of your daily that the  land identified by the Committee is well within the  Miao Reserve Forest and is away from Namdapha National Park. Hence there is no question of claim and infighting as it is Govt. Forests.

Liahey Ngwazah under caption “ Do not displace the people” has stated that the present land under their occupation inside Namdapha Tiger Reserve(Namdapha National Park) is their ancestors homeland but fact remains that some of the Lisu peoples are encroachers in Namdapha National Park as the area erstwhile was constituted  as Reserve Forests vide preliminary notification No.A1316/46/23, dtd 7/7/1948. And after going through due processes  declared as RF in 1970 and subsequently declared as Wildlife Sanctuary in 2nd Oct/1972 and National Park cum Tiger Reserve during 1983.It is also stated that portion of Namdapha National Park has been identified for the purpose of rehabilitation of Lisu community which is also not correct. The 200ha  land identified is well within Miao Reserve Forest and is away from Namdapha National Park. The 200 ha  is sufficient for rehabilitation of lisu community who are living inside the National Park(Tiger Reserve) as per norms set by the Govt. of India.  “Stop harassing lisu people” by Aphu.A.Yobin of Gandhigram under caption “ Live and let live”, it is to inform your esteemed readers that at no stage Lisu people have been harassed by Park authority except the legal action taken against the offenders  who violate the relevant sections of  Wildlife Protection Act in force. Moreover, Park authority try to implement the guidelines of Govt. of India for rehabilitation of Lisu community who have encroached Core/Critical area of Tiger Reserve(National Park).

The rehabilitation process for the people who are living in the Critical/Core area of Tiger Reserve(National Park) is not only done in Namdapha National Park but also throughout the Country wherever necessary.

Therefore, Lisu Community should not think that Park Authority is doing something different against them.

In fact elite Lisu people should think for  their better future and  cooperate with the Govt. for smooth and successful rehabilitation programme as per the guideline and packages announced by the Govt. of India.

Legal remedies are always available

Dear Editor,

With reference to demand for transfer of West Siang DC as reported in the recent issue of your esteemed Daily, I would like share my views on the issue.

The last few years have seen rapid growth of clan/community-based organisations in Arunachal many of which are doing more harm than good to the society. I agree with other readers on this menace. Unfortunately, instead of inculcating the basic human values of love, equality, co-operation and peace, we are gravitating towards negative. The common masses and younger generation are victims of torture in the name of bandhs.

Whatever be the reasons, the act of assaulting a District Magistrate in his chamber by bail-seekers and demanding his transfer is beyond comprehension. If the Govt. accedes to such demands, it may send wrong signal besides demoralising the sincere officers. No man is immune from mistakes. But, legal remedies are always available rather than taking the law into one's own hands. Our heterogeneous society demands peaceful co-existence instead of confrontation and strife. Moreover, in this age of globalization, we can't afford to give upper hand to chauvinism and vandalism. The unions would do well to realise that their role ends where the larger interest of the society begins.

In is turmoil, it may be worthwhile to ask ourselves some honest questions: Is it desirable to blindly support any movement on the basis of clan or community membership? Should an offender get unconditional support just because he/she belongs to one's clan/community ?

What was it?

Dear Editor,

I must express my anguish over 23rd September's as well as many other  Bandh Calls. Who is Yangbio Takik?  What is he? He took an issue out of blue moon and took the  entire state for a ride & now he is apologizing stating that the case was already closed. If at all he had to take up issue why didn’t he clear his confusion before bringing it out to media. The damage is already done, tarnishing image of a cabinet minister and taking thousands of people to ransom. Because of his foolishness & stupidity, business community lost  more than crore rupees of transaction. Thousands of official documents couldnt be processed.

I request capital DC to arrest the person concerned for risking the life & property of thousands of people dwelling in the capital city. Also it seems that the president of AVYF is incompetent and incapable of running an NGO, he should be impeached from his post and registration of AVYF be canceled. And as for my case, I am a Tempo driver, purchased with a bank loan and every Bandh call makes me go hungry.

Don’t rush

Dear Editor,

I would like to appeal  to all the land owners/families and people of Arunachal Pradesh not to be a hurry for any public hearing or to give in with the archaic & 117 years old land acquisition Act of 1894 enacted by the British Raj. The Democratically elected Government of Free India have recently enacted a Bill regarding land Acquisition for the people of India who have elected them. Once passed, the Bill will replace the controversial land acquisition Act of 1894 and will supersede all specialised legislation on land acquisition. Have a bit of patience till the Bill becomes an Act/Law or else everyone of us will be at the receiving end.

The new land Acquisition, Relief & Rehabilitation Bill 2011 clearly have been made for project affected families. It clearly mentions the consent of 80% of the affected families and in case if 80% of the project affected families agree/consents and part with the land of their forefathers the value of the land won't be less than 4 times the original market value in Rural areas and twice that of market value determined in Urban areas. A bit of patience and confidence in your Elected Government will bring us better prospects. Every Hydropower project affected families of Arunachal Pradesh should ensure themselves that they enjoy the "Historic Bill" once it replaces a 117 year old Act.

UN carbon credits for Delhi metro

 

The United Nations body administering the clean development mechanism under the Kyoto Protocol has certified that Delhi Metro has reduced emissions. It will now get $9.5m (£6.1m) in carbon credits annually for seven years. And as the number of passengers increase, so will this figure. No other Metro in the world could get the carbon credit for the above because of the very stringent requirement to provide conclusive documentary proof of reduction in emissions.

Every passenger who uses the Metro instead of cars or buses helps reduce greenhouse emissions by approximately 100gm of carbon-dioxide for every trip of 10km and that helps in reducing global warming. The transport system has helped reduce pollution levels in the city by 630,000 tonnes a year.

Delhi's hi-tech metro system was launched in 2002. Parts of the network are underground while some sections use elevated tracks.

The system, which covers some of the city's most congested streets, is seen as the answer to Delhi's traffic chaos and has helped in lowering air pollution levels.

Carbon credits are generated by a UN-run scheme called the Clean Development Mechanism (CDM).The mechanism gives firms in developing countries financial incentives to cut greenhouse gas emissions.
